This smiley is officially known as “Woozy Face.” Like most emoji, it ranges in meaning. Woozy Face is frequently used to convey intoxication and infatuation; however, according to Emojipedia it can also “represent such feelings or states as bewilderment, irritation, disgust, exhaustion, wackiness, or complete satisfaction.”

In many cases, when an emoji is created to have a specific meaning, how people actually end up using it can be quite different. 💁‍♀️ Person Tipping Hand, for example, is often used in contexts of sassiness or sarcasm; however, it was originally called Information Desk Person and intended to represent a person holding a tray of drinks! Culture and time also have a deep impact on emoji interpretation and usage.
